Inmate Communications and Commissary
Phone Calls
The Jefferson County Correction Facility offers phone access to each inmate in virtually every cell block. Inmates are encouraged to use the phones to contact friends, family, attorney, and more. All outgoing calls from the cell blocks are collect or on a pre-paid account. Inmates cannot receive incoming calls.
Accepting a call from an inmate
- Your phone line must be able to accept collect calls via your phone company
- Follow the instructions given by the operator
- Collect calls will be billed to your account as stated

Removing a block from a phone number
To remove a block from a phone number, come to the Jefferson County Jail with valid photo identification and a recent phone bill with the phone number on it and your name as the primary. We will not remove blocks without ID and proof of ownership of the phone number.
Chirping (text messaging)
The Jefferson Count Correction Facility now also offers chirping to each inmate. Inmates can request a chirping device after their first court appearance. Inmates are given three days to fund their chirping device. Each 160 character message is 10 cents and there is a $4 per month fee for the device.

Video Visitation and email

- For questions regarding this service call 800-583-9683.
- Visitors will need to upload a new photo and copy of ID to Visitel for visitation and/or email approval.
- Visits are limited to thirty minutes at a time.
- There is one on-site visitation kiosk available. There is no fee for visitation using this onsite kiosk
- Remote visiting is available on your personal computer or mobile device at a fee. Visit https://secure.visitel.us/Rates.aspx for a list of fees.
Commissary
To fund an inmate’s commissary account call 866-394-4090, visit https://www.smartdeposit.com/, or use the kiosk available in the jail lobby. This account will be used to purchase food, hygiene and other personal items. These items cannot be purchased on behalf of the inmate and delivered, these are only allowed through our commissary system.
Inmate Mail Regulations
- All letters and correspondence for inmates must be sent through the United States Postal Service.
- Full name and return address must be on envelope or mail will not be delivered to the inmate.
- Certified or Registered mail will not be delivered to or from the Post Office by jail staff.

Returning Mail
Mail will be returned to sender if it contains any of the following:
- Polaroid type pictures.
- Pictures or drawings of nude, obscene, or sexually explicit material.
- Stamps, stationery, or envelopes.
- Magazines, newspapers, soft cover books, and similar items which are not sent directly from the publisher and pre-approved in writing by Corrections Sergeant.
- Hardbound books.
- Padded, musical, electronic, or laminated greeting cards.
- Non-paper material, including corrugated cardboard.
- Food or clothing items.
- Foreign/unidentifiable substances.
- Threats of physical harm against a person, blackmail, extortion, or any other criminal activity.
- Plans to escape, or depictions or description of blueprints or operational details on an institution’s security.
- Material that threatens or is detrimental to the security, safe operation, or discipline of the facility.
- Plans which indicate criminal activity or violation of jail rules.
- Correspondence that is in code.
- Gang related material.
- Mail that violates a No Contact order, Protection Order, or any other court order prohibiting communication with an inmate.
