The proposal is for a conditional use permit for Olympus Gardens, Washington State Liquor and Cannabis Board License #412943 Tier 3, 10,000 square foot of canopy to permit the production of recreational marijuana only, including the drying, trimming and bagging of product, in a rural residential 1:10 zone on Marrowstone Island. JCC 18.20.295(3)(a) authorizes marijuana production as a Type II Conditional Discretionary “C(d)” Use permit in the rural residential zone. The applicant has agreed to forgo the C(d) administrative determination process (JCC 18.40.520(2)(a)), and process the application as a full Type III Conditional “C” Use permit requiring public notice, a public hearing and a decision by the Jefferson County Hearing Examiner. Production will take place entirely inside a 10,080 square foot, 23 foot tall greenhouse to control light, odor and sound, under building permit BLD17-00093. Project shall comply with all applicable JCC sections, including JCC 18.20.295 Recreational Marijuana, and JCC 18.40.530 Conditional Use criteria. A noise study shall be included to address Hearing Examiner findings and conclusions issued with a prior decision of denial processed as ZON17-00002. The project is exempt from SEPA review under WAC 197-11-800(1)(d) and JCC 18.40.750(1)(d).
